While UHW tries to improve staffing and patient care, Sutter hired Healthcare Contingency Staffing Services (HCSS) when it locked out nurses and caregivers last winter. HCSS provides nursing staff during labor disputes to hospitals. Gary Fanger, the incorporator of HCSS, reported on scab.org that he was responsible for recruiting scabs for Sutter.
